which server should we lease a ms windows NT or windows 2000
why?

can i install perl and php on ms servers

If there is no cost difference, go with windows 2000.

Why? Simply put Windows 2000 is more reliable, faster, ... Go to Microsoft's website and check out the feature list.

If there is a cost difference, then it depends on whether you have use for features unique to Windows 2000.

Yes, Perl and PHP can both be used on Windows.

i'm not familiar with either one, i'm used to linux

Stay away from NT regardless of cost.. Go with 2000 much easier to admin and as mentioned more stable and secure.

You typically administer a windows 2000 server using terminal service. You will have access to all the GUI and configuration tools.

I would learn to administer windows 2000/nt BEFORE purchasing it, or learn to administer it before opening it to clients, and learn it throughly.
Hosting is not something for amateurs, so if clients want to put their data in your paid servers I think they want to put it in a secure and well administered place. whats the point in purchasing a windows 2000 server if you have no clue how to administer it, its just risking the clients.

you may want to check out RackSpace (www.rackspace.com) they offer managed Windows 2000/NT servers. If you purchase a server from them, you will get the admin part included in the monthly cost. Plus a 24/7 contact if you need one :)

Windows 2000 all the way, it's a lot more stable & efficent than NT :)

Windows for Workgroups 3.11! Comes complete with 256 colours (the most common two of which are white text on a fatal blue screen of death background), awkward and limited administration tools, and the <CTRL><ALT><DEL> keys already pressed down on your keyboard! (Since you'll have to do that about 15-20 times a day anyway).
