Personal accounts do not, but they are limited to echeck/balance transfer payments. You get charged if you're using a premier account. I hate the fees that comes with it - takes a good cut off my eBay profits each time. EG: I sell a US$70 item (+ S&H) eBay takes close to $2 for the FVF Paypal takes close to $2 in fees. I take home $66. My conversion rate is US$1:S$1.77. I take home S$116.82. Not too bad I suppose. It beats merchant accounts in a way.
