How do i do change port 2082 of CPanel to 80 or 8080 ?

I'm not sure how you would do it, but beware only one service can listen on a port, since CPanel runs seperately from Apache, if you try to force it to listen on port 80, you will have problems.

A Vietnamese customer told us most of their ISPs block certain ports such as 2802.

Right,
Internet in vietnam is very bad, only open some ports under 1024 such as: 21. 23, 25, 53, 80, 110, and 8080, 6666, 6667.

You can't change it to any of the ports above too because they are occupied.
