In the old days, you would just setup an apache server, and FTP, and secure and lock the FTP to that user, and walla the user had a private hosting account via FTP and all pass for FTP and email were handle via system.

Where can I get a free hosting Control Panel that create sub-folder accounts the way Ensim, and Cpanel, and others create accounts for domain names and give those accounts Admininstration Panels for a Admin and a User?

In other words a control panel to give a Admin user an account with the URL of http://www.domain.com/subfolderaccount.
All emails would be @domain.com.
All FTPs would be ftp.domain.com/subfolderaccount.
All POP/IMAP/SMTP would be something like mail.domain.com.

Just like other control panels, the Admin would manage the sub-folder account, and any users he creates would be part of the group for that account.

Any information on where to look, and what software to use to make this happen would be greatly appreciated.
This would need to be on a Linux OS, such as a Redhat linux of 9 or Fedora.
