Limit the number of emails sent per hour.

Monitor the number of emails in your queue, if you get a sudden spike, then investigate.

Disable formmail

These are just 3 I can think of off my head, there are plenty more ways to stop them.

Are you talking users with email services already or just anybody from the internet?

SMTP-AUTH / POP-before-SMTP

Setting recipient limits on outgoing messages

Also being as I have worked for a tier1 Provider the above are al great, Formail can be a PIA.. but you should also do your due diligence on customers, you can use the various Anti-Spam websites..

such as
Spamhaus (http://www.spamhaus.org)
or
Spews (http://www.spews.org)
(if your a provider) have a good TOS/AUP and if they spam, pull the plug.
