In Order to do that You would need to order a total control server. Which allows you to...Well you have total control over the server and you can set up reseller accounts as you wish.

As a reseller of web hosting company, You cannot create reseller package, you can only create shared hosting packages to reseller to your clients.
To do that, you need to have your own servers with main HSphere control panel installed
