Paypal have a sandbox environment for testing. It's a little bit clunky to setup the acounts in it initially, but it does allow you to test against an identical system, free.

Also you are allowed to have a personal account as well as a business account, so you can do a purchase yourself with the personal account and then refund it to avoid the paypal fees.
