I'm the autor of Domain Technologie Control. It's maybe the best free control panel available. Some of my users even told me it's better than cPanel, Ensim and Plesk, you will tell me what you think.
Here is what I have on my project page about it:
A GPL web control panel for admin and accounting hosting services
Domain Technologie Control (DTC) is a GPL control panel for hosting. Using a web GUI for admin and accounting all hosting services, DTC can delegate the task of creating subdomains, email, and FTP accounts to users for the domain names they own. DTC manages a MySQL database containing all the hosting informations. It has support for many programs (bind 8 and 9 and compatibles, MySQL, Apache 1.3, php4, qmail, postfix 2, courier, dovecot, proftpd, webalizer, mod-log-sql, etc...) thrue config files and/or MySQL plugin (when service is non-critical). It can also generates backup scripts, calculation scripts, and config files using a single system UID/GID, and monitor all trafic accounting per user and per service. Since version 0.12, DTC is fully skinable and translated in 8 language (Chinese, English, Spanish, French, Deuch, German, Italian and Russian).
Have a look to that:

And feel free to use those:
ftp://ftp.gplhost.com/pub
deb ftp://ftp.gplhost.com/debian stable main
For OS, I would suggest you use Debian stable (Woody). My package has a limited support for FreeBSD and RedHat. You might get in error if you try to use the latest versions (version 0.12.0-R4 is included in FreeBSD port collection in /usr/ports/sysutils/dtc).
One more word: I ACCEPT CONTRIBUTIONS GLADLY! :D

Thomas

No, he asked for a system for offering free hosting, not for a free control panel.

exacly :)
Xpanel - really nice system but anyone has experience with this system ? I do not want to crash a server if there will be 1000+ accounts and few mbits traffic :)
What specs do You suggest for freehosting ?
I think: 2x xeon, 2 x scsi, 1 gb ram should be ok...
