Probably a silly question! Are there any differences between the basic & advanced VDS plans beside the diskspace and bandwidth?

The advanced plan allows for multiple IPs and direct hardware access.

Some of the benefits of direct hardware access are the ability to run programs which access the network layer directly and the ability mount virtual images.

Root access is included with the basic plan and the default installation includes the standard build environment and CVS tools.

No, it is actual usage. Usually (with carriers), 95th percentile is quoted in kbps or mbps.
