I think you've posted at the running a webhosting forum (http://webhostingtalk.com/showthread.php?s=&threadid=33467). To answer your Q, you cannot get a /21, the minimum ARIN allocation is a /20, that is if you are currently using a /21 off your upstream.

Unless I'm missing something Arin only allocates in /20s...
The minimum block of IP address space assigned by ARIN is a /20. All ISPs that do not meet the requirements for a /20, or need allocations smaller than /20, should request address space from their upstream provider.
Unless you're looking for somebody who has enough influence to bend the rules for a 5 MBPS colo (doubt that would happen), I don't know what you're looking for?
If you've fully extended your /21 and are looking to get a /20 that would be possible.

I know a /20 is 16 Class C's....

a /21 is 8 :) Each number you go down (/19, /18) the size doubles. (8,16,32,64, etc.) A /24 is a class C subnet.

My problem with what this guy is saying is that:

If he had a /21, and it was at a high utilization, then it would be possible for him to get a /20.

I would highly suggest YOU NOT employee someone to do this... YOu need to learn how to do it yourself, or have your upstream providers help you, they should be able to assist you, its why we pay such expensive transit fees :) Furthermore it sounds as if perhaps your new to the biz, i can tell you it is impossible 100% impossible too get IPs from arin, without a previous track record, which if you had one you would know how to request ips from arin....
KISS and request the ips you need from your upstream provider :)
ARIN is very difficult to deal with... we had to fight with them to get our own ASN, even... :(
