Directly from the cobalt web site:

"Home to as many as 200 websites or a single, powerful dedicated server. If you're a service provider, the Sun Cobalt RaQ™ server appliance is the alternative to "big iron" servers. The Sun Cobalt RaQ server appliance includes everything you need to begin hosting now."

and

"The Sun RaQ is a server appliance for Internet Service Providers (ISPs). It can host up to 200 individual websites or it can be dedicated to a single medium or large customer. This versatility opens up tremendous opportunity for service provider to invest in a single piece of hardware while migrating business customers up to dedicated servers.

At a single-rack unit high and with minimal power requirements (50 watts), Sun RaQ server appliances can be stacked 40 high in a standard 19-inch rack enclosure. In fact, they can be pre-installed. All hardware and software configuration is remote, so when a client requests new service, the new site can be configured on the fly through a standard browser. All you'll need is credit approval. That includes eCommerce sites. The Sun RaQ server appliance includes: root access, FTP, Web, email and virtual domain support."
