I guess these are the new P4's coming out that replaces the old ones, would the companies that did not recommend P4's in web servers, recommend this new chipset or is there still flaws over the P3?

I'm not aware of any major flaws with the P4, in fact the one thing that springs to mind is a plus point, the 0.13 micron P4s run cool compared to P3s and AMDs.
