I've been looking for a couple of weeks to find a host that fits my needs. If anyone knows of a host that fits these requirements please let me know.
25-50 MB
php
flash support
frontpage 2000 extensions
pop3 and smtp email
reliable
(optional: mysql)
All under $7.00 a month.
I have a small budget for this so the cheaper the better, as long as they are still reliable.
Any help would be greatly appreciated.

Hi,
Flash support? Unless this is something someone forgot to notify me about then there is no such thing as flash support.
Flash support falls in the same category as .gif support and .html support ;)

Last time I check, you have to make a special arrangement with Macromedia to offer Macromedia Generator to your clients.
However, PHP supports Flash generation (with ming or swflib).

Generator doesn't do flash, it does shockwave. Shockwave is the 'big brother' of flash that allows for a lot more dynamic stuff (though with actionscripting Flash is fairly dynamic now (ver 5).
To run Flash on a server it's little more than a MIME type (like .gif and .html). Shockwave movies are the same thing if they're self contained. Generator files are like mini database programs that have a flashy front end (no pun intended) :)
