I suggest you to use WHM AP or Modernbill.

if your funds are small, you might not want to automate account generation as you'd also probably want to add some fraud prevention methods that would cost you money (not to mention a good automation package as mentioned by LatamHost.

ah yes, I think I overlooked the obvious there LatamHost. Good call. I'd say that is the safest and cheapest way to go. You've got your recurring billing but you don't get the automated account setup (and personally I think that's a GOOD thing!)
