Might be a silly question here but is it possible to move accounts from one whm (without root) to a new server (with root)
Also, both are using cpanel

Yes, in root's WHM, you can do exactly that.

if you planning to move all account using tool in WHM, you can't .. because you will need root password for the old server.

but you can transfer accounts one-by-one using reseller password.

transfer accounts tool in WHM didn't work for me, so i move all accounts manually, using cpanel backup tool. and then i restore that backup from WHM in the new server.
