You should check out www.elance.com , many of the webmasters who bid on projects are from other countries and are willing to do work for very cheap. Judging by many of thier portfolios, the work is not the most professional ( at least the design work ), but on par w/ the industry IMO. You could have a pretty decent database driven site made for $3-400 which is cheap relative to what most actual design firms would charge you. Food for thought..

There is no such thing as any one or a few companies doing "the best web design". It depends upon several factors - mainly, your requirements, your budget and of course, the capabilities of the designer/firm.
