Anyone know any add-ons for the cobalt interface which change the data-transfer limit from kbps to mb per month.

Also is there any reseller add-on available

This has been discussed before, but sure can tell my view again:

The thing is the RAQ is a tweaked version of Linux. To build a decent reseller module one need to modify /etc/groups to give reseller full control over their accounts ( being able to login etc ).
I started coding such a module for my cobalt cp project but since I realized one risks losing the warranty by modifying that file I decided not to implement it.

Well, if you want to determine how much to limit them by, you can limit speed and convert it, though to limit them to 5 GB/mo would be pretty low (speed wise), and on top of that, I'm not entirely sure it actually limits anything, rather it may just report if the user goes over in the cp (those lovely red waring lights).
