Helm allows you to create reseller accounts inside your reseller account. Im not sure about other Control panels though.

I think he means like.. having a reseller account yourself, and having the opportunity create other reseller level accounts.

I know some friends who have arranged this with their host, but I don't know of any reliable companies who offer this service. You should ask your prospective hosts for that.

If you want to do it hastle free, you're gonna need a dedicated server, or at least administrator (root) access to WHM / Ensim / Whatever Other CP you're using.

I am not sure if you can give a Reseller priviledges to resell their own space. In the past I had worked on a server's root WHM & I didn't find any option that does it unless you install some extra patch in your WHM. :)

You could always work out a deal with your host so that if you sell a reseller account he or she charge you for it directly and let you charge whatever you want from your client. I do that with my clients that are building up a client base before they move to reseller, should be no different doing it for resellers.
