Client is looking for a program to set appointments online. That would mean posting a time schedule allowing people to submit the time and then it would become automatically blocked out once submitted.

Seems that you need a kind of groupware application. There are some open-source products around for free and maybe one of them would be fine for your client. If not, they can be changed to the needs of the client.
