I enter TOP command on linux server got some about CPU utility. I don't know what user does mean in here? I got a very high user usage, like more than 30%, sometimes got 60%, others usage are lower than 1%, any reason for that? Thanks.

that is the percentage of CPU usage by "user" processes, as opposed to "system" processes.
