Do anyone know a way I can limit the usage of caspeng with out disabling it?

This program is causing my servers to go down but I know that I have users who use ASP.

What exactly is it you want?
TIME cap or CPU usage cap?

I know how to do the first one (or at least, I used to... can look it up)...
