Already checked, but they do not talk about any "virtual card". They just open accounts and offer normal cards.

Their site has changed since i last visted it.. Drop them a mail..

Well nobody is talking about you committing fraud. But it's just a general observation that it can be a boon for fraud.

I may be hallucinating, but I imagine seeing that Latvian bank's name on the "Ekasse" thread. Better read that thread first...

You need to post your Passport to the bank before they're activate an account for you. This will reduce fraud as their people check to see if the passport is valid.

They're just like the Visa Buxx system but issued virtual and away from the USA.

Most casino's can offer cards also. I friend of mine can obtain these cards nd he also requires Passport or State ID to be send or be verified by an Attourney.

The Latvian bank was used by Ekasse as a receiving bank but it means nothing as they can actually be just a scam with a bank account in that particular bank account.

Parex is an issueing bank though and thats not a scam!
