I know of a good host I have used with reasonale pricing. I dont know if you can get 4 gb for that price though. They do have solutions for any sized business and good prices. 24 Hour live chat may not be available either. But they do have 24 hours trouble ticket response.

Stay away from Host Department, do a search for Hostdepartment on this forum, you'll see.
