I've never used a free billing softwar. If you get a webhost with fantastico in cpanel, the phpCOIN can be installed in 2 to 3 clicks. You can also download it and install it yourself.
In fantastico
Short description: A full billing/invoicing application, perfect for webhosting resellers. You can install only one instance of phpCOIN!
Homepage: http://www.phpcoin.com/
PHPCOIN seems to be the only free billing applications that get recommened all the time. So you might want to give that a try.

Nixt.org is also free, works around the basic concept of phpmanager by the looks of it.

Free isn't best.
If you're not willing to pay much at all, then I'd at least recommend Whois.Cart() - It's cheap, and is pretty decent for how much you pay.

I am in agreement.
I made the switch from phpCoin to Whois.Cart... and exactly as the whoiscart website said: My customers THANKED me! Its a little "sketchy" but 10000% better then phpCoin.

you might want Drams Plus too. Before buying the full license (149.00), I got the monthly license and it costs only $14.95. You've got automated Domain Registration and Management and Web Hosting Signup/Billing Solution in one package.

phpcoin is quite handy was originally built with web hosting resellers in mind, i would reccomend it for a 'free' solution
