Is it possible to do a fail-over cluster with Cpanel? Will it works with heartbeat?

I don't see why not. But it really depends on what type of clusters you have in mind. If you describe it a bit more, it will be easier to comment :)

But the heartbeat program requires intranet ip, like this:

Node 1: 192.168.0.1
Node 2: 192.168.0.2

and it add a cluster ip (internet ip) to the active server, so Cpanel will works with it or not? please advice.
