I would like to know other sys admin experience with allowing to run crontab to end-users on Plesk v2 powered servers. By default cron is not allowed to end users (how stupid....in my opinion).. any work arounds?

Just like any other server, if you want to set them up, you can. If a client asks for a cronjob, we evaluate the request, then add them by hand. I much prefer this way personally, because we get to monitor what is being added, before it causes a problem. You average user is not going to know, or care what else is happening on the server at the time they want to add a job.
