How do i prevent this daemon from running when the machine restarts, its killing my cpu and i dont think its a needed process for plesk as i dont have it running on the other machines ( redhat 6.1 ) i have to kill it everytime when i restart the machine, but how can i config so it does not start at all.

Check your /etc/cron.daily directory.

There is a file called: "slocate.cron"...
Kill that one (delete or move it)...
