also, concerning your question, do you mean you want a LOOK similar to that? or you want a site (ie, content, links ect.) similar to that?

that seems to be IPBulletin with a portal

it depends what you are looking for, if you want it as a IBportal then its going to take more work, but as a standard template it would be quite easy and quick to do.
