That will only throttle static pages (.html) and not dynamic pages (.asp). In my opinion, it's a pretty worthless feature in IIS. :(

We tried to go this route once under IIS. It was a total waste. The best bet is to charge for any extra usage outside what the plan provides for. Leave the pipe open...we do.
