The speed at which fiber-optic cable was being laid in the US recently passed Mach 1, and I doubt anyone would go through the difficulty and expense of compiling any such map given that it would likely be significantly outdated before it was even finished. Another one you might want to check on Williams telecom.. A very big player in the longhaul fiber business. Hope this helps.
