Well it depends. *NIX or Windows? I know nothing of windows, so I can't help you there, but when it comes to *NIX I can recomend two.

If your using Sendmail/EXIM/any other SMTPd these are good mailing list managers, MajorDomo/MajorCool, a howto on setuping up MajorDomo/MajorCoo can be found at

You can use almost all the mailservers for the windows platforms for managing maling lists. To name a few MailEnable, MerakMail, XMail etc.
