Over the last couple of days I noticed a swatch program taking up almost all the resources on my Raq. I tried killing it and restarting the httpd or the server but it just keeps coming back.
How can I permanently disable it?

swatch runs every 15 minutes and checks the different things that can be reported on your raq.. user quotas, whether or not ftp, imap, etc.. are running, etc..
What exactly is it doing? Does it run forever, or once every 15 minutes, etc.. if it's having a hard time there could be something that it's choking on..
if you disable it (edit the crontab, restart crond) then you won't get notified with that little light on the bottom left corner of every page in your /admin anymore.. if you disable it, disable it when it's not yellow or blinking orange ;)

Well, it has been running for 752 minutes already, therefore I think that it's choking on something. How can I find out what it is?

All SWATCH files are in /etc/cobalt/swatch, the services swatch is checking on are in /etc/cobalt/swatch/services.
Just VI those files and disable the check of a specific service by changing the line state = on to state = off
