When my customers upload chages the server is not taking it until i restart the iis could somebody help me?

You should provide some more information on your setup. IIS 6.0 provides a new URI Response Cache, but it should not affect your static content unless the machine is under a high load. Let us know your version of IIS as well as the details on any worker pools, application gardens, etc..
