A reseller is someone that re-sells. In other words you purchase something and then you sell it to someone else (usually at a higher price so you make something off it). There are variations of how you buy and how you sell, but in the end it's down to that basic, buy it, sell it to someone else.

The reseller's job:


Make a website
Advertise
Process transactions and sign-ups
Provide support for customers


The hosting company's job:


Maintain the servers
Provide support for resellers
