I think modernbill does not have an turkish language file. But you can contact with them, how to modify the language file..

I contacted them but they didnt answer to me....
I think their support is very busy to improve their program or lack of bug...

Icontact them for you and also for myself. And they give this answer :

The translation files are editable and you can create your own turkish language pack if you wish. The demo is 100% encoded so you will need a production version of the license to do this. Also, I believe that there are several Turkish speakers in our member forums who have already started these files. You will have access to this area after you get your license.

Same experience... The full version has the layout and language files unencoded so it's easy to translate. I never had the practical experience though - and considering my experience with windows-1251 and UTF-8 code pages in different scripts and databases - you might want to hardcode the translation and not to depend on the local implementation of codepages...
