Use the search engines to find the popular sites on your subject and submit your site for linking consideration.(I wouldn't bother with trading links). If your site is commerical, then work on SE rankings, submit to the large general directories and especially any popular directories on the subject. You might also try to ad pages or features that provide hard to find, useful info or features that might attract viewers or you might get linked. You might also look for email newsletters.
