First, you might want to check http://www,freewebspace.net for the free space. That will help you to get what you asked for.

Not helping you get exactly what you asked for (but are an alternative to what you asked for which may provide you the same functionality)...

There are php whois scripts (you might have better luck finding a free host that offers php?), and there are programs available at various registrars that include fully off-domain whois and registration reseller plans (their servers handle the scripts). If you are offering a search box, you may want to consider offering domain registration as well (if you don't already) to your visitors.

http://www.hotscripts.com has various php whois scripts.

http://php.resourceindex.com/ and http://cgi.resourceindex.com/ <---- good for finding PHP and CGI scripts that do what you're looking for.

http://www.hypermart.net/ and http://www.virtualave.com/ are 2 good free webhosts that allow CGI.
