How many IPs originally can a server have? how much for control panels?

All servers came with 1 IP. We don't offer any control panels, if you want a control panel, have to install it by yourself.

Can PTR (reverse DNS) be set for the IPs for the servers in ShenZhen NetCom Datacenter?

Also, how long will it take for the server to be set up?
