Pretty much all hosts can do this for you, as it's necessary if you want to send email to AOL addresses and some other major email providers now.

www.whois.sc has a reverse dns tool. I'm a little confused by your post but I think this will help.

Guessing here, but check if your friend wants to use IRC.. since some providers will say no.

why has no one suggested a vps? Even if rdns configuration control panel is not listed as a feature of a plan, most providers will be able to set your rdns up the way you want it. If they can't it's because they don't know how or don't have control over it, which is really shady and stay away.
Check out vps type stuff tho. 20 bux a month gets you a 16th of a really fat server some places.

i'm sure 90% of providers are able to set rdns for you,
but who will delegate the resolution of rdns to my own dns server instead of their?

It really depends on your provider. Some will delegate control of RDNS for a relatively small address space(< 32 IPs). Some will handle it for you for quite a large block of IP's.
I would start by contacting several providers and asking what their RDNS policies are. It isn't very hard to do on their part, but it is often confusing and some companies just don't want to deal with the headache.
Hope this helps,

ahh thats what i wanted to hear because basically, what i want is my reverse dns to example : whatever.is.set.it.to.domain.com
instead of the usual 1.0.0.127.whateverits.reverse.theplanet.com(or whatever it may be), for those who wonder, its like shell compagnies on irc, cept irc wont be involved in this...maybe that will enlighten this tread a little
ps.sorry for my bad english lol ;P
hosts are still free to email me, i bought nothing yet
