I also don´t get it. The site says nothing about that PayPal lost something and I also don´t understand what exactly the site is about.

How exactly does this site say paypal lost?

Looks like its a site trying to get people to partake in the class action lawsuit, nothing more.

I got that email regarding that thing...to an email that I never checked....Remember PayPal let you set several emails, it sent to a non-primary email address

Paypal decided to settle the lawsuit, that's why everyone got an email. I think it applies more to the people who's account was suspended or if their access to account was denied in a past.
