It only applies to US account holders, which is why you probably don't see the option.

Per the link:
Note: this feature is optional, and may be turned off by modifying settings in your Account Profile under Seller Preferences, Website Payment Preferences.
but you have to be
US Business and Premier accounts automatically.

Not as your only payment processor & if you are in the US - definitely not. Too many customer service issues with that company: http://www.atlanta.bbb.org/commonreport.html?bureau=atlanta&compid=7000398&code=V4 just from there. And a lot more complaints on forums. There is a lot of restrictions still on that company

Ok for PayPal, I have the option as "ON", but will this also work with the Request Money feature? Meaning if i put someones email for request money it will not make them sign up just enter their CC info etc.? Thanks

Well it does say buyers. So I am not too sure. I have never used the request monye feature myself. One way maybe around it - create your own hyperlink to get paid? https://www.paypal.com/outlook

Paypal has issued debit/credit cards to withdraw payments for ages. They even have the Mastercard logo on them.

True, if you are from the USA (and now also Canada), which most of us are not. We, wretched, poor, inferior inhabitants of outer space (that's all area's West of the Bering Strait, South of El Paso and East of Newfoundland), can only dream of such luxury!

Read all about it on the following thread:

Enjoy using your PayPal card!
Sigh...
