Depends.

Are you being hacked now, or are you just wondering?

The best you can do is set strong passwords on your paypal/bank - things like:
Ajd^3R7#g€9z
for your password - nobody will ever realistically be able to guess that, or BF it.

Secondly, install anti-backdoor software to stop you downloading keyloggers etc. Firewall your outgoing connections.

Lastly, if you're paranoid, ditch windows. Seriously - it's too exploitable. Recent exploits have allowed someone to have complete control of your machine remotely, allowing them to install what they please, such as software to allow them to grab your passwords as you type them in etc. Some of the software available is pretty nasty. It can turn on your microphone and/or webcam and watch what you're doing. Send screenshots of your desktop, allow them to have fun and invert your mouse, and so on.

Ditching Internet Explorer (if you can't ditch Windows) will help. Use Firefox.

Ditch Windows. Change your password to something more secure.

Ok windows is fine, if you know how to use it fully. Like what everyone else has said ditch windows and get a unix based system OpenBSD is pretty cool.

First you need to find out how they got it, it might not even be os related. There have been a lot of phishing schemes recently and he might have fallen prey to one of them.

Get a mac ;) OS X Panther (http://www.apple.com/macosx/video/small.html) is great, and best of all it's much more secure than windows, and even easier to use.

Stable BSDs tend to be better than Linux in security... Still, if there's a flaw in another program (like Apache, etc.) you can have problems.
