Personally I like Portland. I had a couple of domains hosted with them for while till I got my ded server. They have a few rough edges, but they provided decent hosting for over a year, and I was happy with them. They have a mechanism for setting up subdomains which would fit your needs.

An alternative would be to sign up for pay hosting somewhere and use a "community" or "hosting" script. I recall seeing a couple of PHP and Perl scripts that do this at hotscripts.com. You'll need a host that supports the appropriate services: PHP/Perl, mySQL, sendmail, etc. (depending of course on the script and your requirements). If you want subdomains for your "customers", this might be a problem since not many hosts offer unlimited/automated subdomains. Portland's the only one I ran across that offers this.
