First of all, welcome to WebHostingTalk. This is a truly great resource, as it isn't biased like most of the web hosting indexes (no offence to WebHostDir). ;)
Regarding your question, there are literally dozens of hosts who should be able to suit your needs. Just browse the forum, etc..
Personally I would recommend Ventures Online, as they offer quite attractive packages with good support (that's very important).

Ventures Online is good host anyway. Instant Activation is COOL. But they do not provide dedicated IP (low price packages). As fee I hosted with hostforweb.com
They provide all feat. you request and gives you own IP.
For the time I got no problem with them. And what I like in their hosting is that SSH2 and Telnet access is enables by default :) .

Veo, you might want to try and post a request in the "Web Hosting Requests" forum. There's just so many hosts out there that fit that description. Maybe ask about in the "Web Hosting Forum" too.

Only browsers that still use the HTTP 1.0 standard (I think Netscape 2 and under and IE 3.0 and under?) require a site to have a dedicated IP to work properly.
From my own statistics, less than 0.01% of users use those browsers, so its almost stupid to waste your money on a dedicated IP.
