my ip is in the 66.215.x.x but its charter pipeline. Cox probably has ips ALL over the ranges.

You can see all of their ranges here: http://www.fixedorbit.com/cgi-bin/cgirange.exe?ASN=22773

But most of those won't be ph.cox.net, could try dns'ing an ip in each range to see. That is if you have the time :D
