Do most DNS caches around the internet honor the TTL (Time To Live) field in DNS information?

I'm moving my website that has a bulletin board soon. I'm thinking of setting the TTL records in my DNS entries to 0, waiting one day, then shutting down the website on the old server, FTPing it to the new server, starting the website on the new server, and then changing the DNS to point to the new IP address.

Will this work for making everyone immediately see the new IP address?

Nope, not all do. It think Earthlink will set the TTL to 30 minutes if you set your TTL to less than 30 minutes and there are others who change the TTL to even longer times!

Set it to 10 minutes. Anything less is pointless and most people will toss out. It's true that some bigger ISPs will cache for 30 mins or an hour but you can't help those.

Setting your TTL to 0 is considered bad form.
