I have a couple of questions about Plesk...
Does it have a file manager?
Does it do all account setup/quotas/etc?
Does it use up any space per account?
Can you put custom pages on it? I would like to put in shopping cart, and other utilities in one place to setup. I know CPanel does this.

No

No, it doesn't have the ability to set quotas for web users ie yourdomain.com~username

Not so they can be added/deleted in the control panel

You're telling me Plesk doesn't enforce the space limit you set? This is what I meant by quota.
Can I link a web page or anything from the Control Panel? I would like this process to occur: They log into the Control Panel THEN they can configure their carts/scripts/etc. I didn't think Plesk would activate/deactivate for me, but can it altleast get to a page that will execute a script I wrote?

you can set a quota for a user or site but plesk does not enforce them, it just flags up that they are over quota, but if your customer adds an ftp account through plesk no quota is set so if you don't pick these up you could have a user put a couple of gig of mp3's up there.
As for adding links in the panel pages I doubt it very much.

We use Plesk. It's an ok panel. I would go for CPanel.
