Anybody has experience with http://www.hosting4less.com? sound too good to be true, but note that you have to pay 3 months in advance and there's no setup-fee refund, which is $40, another scam? What do you think about money-back guarantee but not setup fee but actually the setup fee are much higher than monthly fee?

Set up fees are often higher than the monthly fees, not sure what the 'scam' part of your question is?
