what do you think of a 100user or 254user version of Plesk 2 ?

depends on the type of server, and what you will be doing with it. If its a personal server, for one site, you only need a 30 domain package (due to subdomains). Since subdomains count as a domain, you will need a few of these for a personal site.

If I was hosting, I would have to view the box and find out how many customers I would put on that box. If I put 200 people, then I would purchase the 300 domain package.

Its all about how you will use the machine.
