My boss wants to manually send out an email to 215 members of his band's opt-in list. The server gave him a message about "too many recipients."

Will it allow him to send his mail if I add him to /etc/mail/trusted-users?

Also, I noticed in
/etc/mail/sendmail.cf
# maximum number of recipients per SMTP envelope
#O MaxRecipientsPerMessage=100

Since this is commented out, what is the maximum currently allowed on the RAQ 4i? I'd rather not change this for every user - is there a way I can change something just to allow him to do a mass mailing?

First of all, I won't recommend to modify the Maximum Recipients per message, nor to e-mail people in mass. What I recommend you is create a mailing list and e-mail the band through it.
